Fire Chief, Mandeville Fire / EMS
The Fire Chief is the officer responsible for all fire department operations. He is charged with directing all fire suppression and fire prevention operations in the department. He is directly responsible for organization and administration of the department, records keeping, public relations, care and maintenance of buildings and equipment, and supervision of all employees of the department. The Fire Chief has authority and responsibility to operate independently in handling all designated responsibilities and is accountable to the Fire Board of Commissioners for St. Tammany Fire Protection District 4.
Chief Norton has been in the fire service since 1994. He joined Mandeville Fire / EMS on June 17, 2025.

Jason Frosch
Director of Administration
Jason Frosch is an accomplished fire service professional currently serving as the Director of Administration at Mandeville Fire/EMS in St. Tammany Parish, Louisiana. Since beginning his
fire service career in 2004, Jason has demonstrated a deep commitment to public safety and professional excellence.
With extensive experience in community risk reduction, Jason has contributed to key operational programs including fire prevention, public education, emergency medical services, technical rescue, hazardous materials response, and fire suppression. His leadership and instructional abilities have made him a respected mentor and program manager within the department.
Jason holds a Bachelor of Science in Occupational Safety and Health/Fire Science from Columbia Southern University and an Associate of Applied Science in Paramedicine from South Louisiana Community College. He has furthered his professional development through advanced certifications, including Fire Officer IV and Fire Instructor III from the Alabama Fire College, and completing the Managing Officer Program at the National Fire Academy.
In addition to his primary role, Jason has served as an adjunct instructor and consultant at Nova Southeastern University and an EMS instructor at Northshore Technical Community College. He has also functioned as a paramedic and field training officer with New Orleans EMS and contributed his expertise as a volunteer with several emergency response organizations, including Louisiana Task Force 1 and the Eighth Ward Volunteer Fire Department.
As a CFAI Peer Team Assessor, Jason plays a key role in promoting fire service excellence nationwide. He is dedicated to enhancing administrative operations, improving organizational performance, and serving both internal teams and the broader community with integrity and innovation.

Paula M Maggiore
Accounts Payable Administrator
Paula Maggiore grew up in Jefferson Parish. She comes from a large family with a dedication to community. Her family has been a part of City, Parish and State government for
generations.
Ms. Maggiore has worked in the accounting arena since 1980 in various positions. She spent most of those years in the hospitality and technology industries.
She began her career with Mandeville Fire/EMS in January 2020, bringing over 40 years of experience with her. She is currently serving as Secretary of St. Tammany Fire Protection District No. 4 Civil Service Board.
Ms. Maggiore has worked in the accounting arena since 1980 in various positions. She spent most of those years in the hospitality and technology industries.
She began her career with Mandeville Fire/EMS in January 2020, bringing over 40 years of experience with her. She is currently serving as Secretary of St. Tammany Fire Protection District No. 4 Civil Service Board.
Robert Crawford
Information Technology Director
Robert brings over a decade of experience in Information Technology and Cybersecurity to St. Tammany Fire District 4. He holds a Cisco Certified Network Associate (CCNA) in Routing and
Switching, a Cisco Certified Network Associate (CCNA) in CyberOps, and a Ubiquiti Enterprise Wireless Admin (UEWA) certification, and has completed specialized training in Information
Technology and Cybersecurity through the Texas A&M Engineering Extension Service (TEEX). His journey into cybersecurity began early, earning national recognition as a finalist in the
CyberPatriot competition, where he continues to mentor the team he founded years ago.
As Technology Director, Robert has led a complete transformation of the District’s systems – modernizing outdated infrastructure, implementing cybersecurity-focused upgrades, and securing grants to expand capabilities in Unmanned Aerial Systems (UAS) and information systems. His leadership has elevated the District’s operational efficiency, resilience, and security.
Beyond internal improvements, Robert has developed innovative solutions adopted by multiple agencies across St. Tammany Parish, including GIS-based damage assessments, remote sensing integrations, and coordinated information systems. He also designed the data analysis and reporting systems that support St. Tammany Fire District 4’s compliance with Center for Public Safety Excellence (CPSE) Accreditation.
Driven by a practical, best-practices approach, Robert is dedicated to delivering high-value, resilient technology solutions that advance the agency’s mission. He is also a proud member of InfraGard, strengthening his commitment to cybersecurity and the protection of critical infrastructure at both the local and national levels.
